Mrs. Nelson is teaching a vocabulary lesson. Standing at the front of the classroom, she reads a short story to the class. The story is about how a brother and sister that got lost in the woods survived on their own for two days until they were found by their dog. All but two students, Stephanie and Oscar, are listening with wide eyes and open mouths. After reading the story, Mrs. Nelson lists some of the words from the story on the board and asks the students to look up the words in the dictionary, write the definition of each word, use each word in a sentence, then draw a picture to illustrate the sentence. Their sentences can either come from their own imagination or from their memory of the story. After giving the directions, Mrs. Nelson circulates the room. Almost all of the students eagerly begin the activity, but Stephanie is looking out the window and Oscar is doodling on his paper.
The long response - as a teacher, I rarely stand in front of the room anymore. It gets boring if I do it too often. Reading a story to my class I frequently stop and have the kids stop and talk to their peers about what I just read - they make predictions, share excitements, etc. In a situation like this, if I am aware of Stephanie and Oscar (or any other challenging students) then we strike a deal ahead of time. Maybe they are advanced readers and this is too simple for them? If that's the case, I'll have them read the story on their own, pick X vocabulary words and complete the assignment independently. Give them so "power" over their learning.
If S + O are low readers and this is over their head, then I'll disregard the fact that they are tuned out during the reading. After the class is working, I'll call the 2 of them aside, re-read it with them, and give them a pre-made paper that has the vocab words, space for definition and sentence and illustration. Sometimes kids are overwhelmed and can't start, so why bother paying attention.
